Experimental V4L & ffmpeg encoding support.

This should enable you to stream from a webcam, a TV tuner or any
Video4Linux device.

Classic configure is :

./configure --enable-v4l --with-ffmpeg=<path to ffmpeg>

Notes :

. You should get the lastest ffmpeg CVS and compile it
